The purpose is narrow. If you own a pool enclosure between Palm Bay and Sebastian, two things decide what happens to it: the weather this coastline actually records, and the way your particular city writes its permit rules. Both are documented in public. Neither is collected anywhere a homeowner would think to look, which is the gap this page exists to close.
Two clarifications before the numbers. First, units. The National Weather Service publishes its Hurricane Ian pages for this area in miles per hour, while its post-storm reports for Nicole and Matthew publish wind in knots. A 76-knot gust is not the same as a 76 mph gust, and every table and sentence below states which unit it is using. Second, jurisdiction. What wind did the Space Coast actually measure during Hurricane Ian?
Hurricane Ian crossed the Florida peninsula and moved out over east central Florida on September 28 and 29, 2022. The National Weather Service office in Melbourne published peak gusts station by station, in miles per hour. The highest reading on its Brevard County list is 81 mph, recorded on the Melbourne Beach barrier island at 11:56 p.m. on September 28. Inland readings were dramatically lower. Rockledge peaked at 40 mph the following afternoon, less than half the barrier island figure, roughly twenty miles away. That gradient is the single most useful thing on this page for anyone weighing how much enclosure to buy.
The other two recent storms tell the same story through different instruments. Hurricane Matthew's post-storm report lists a Satellite Beach station at a 76-knot peak gust on October 7, 2016, measured at a ten-meter anemometer height with two-minute wind averaging, alongside a Kennedy Space Center tower at 93 knots. Hurricane Nicole's report, six weeks after Ian, lists Melbourne International Airport at 63 knots and Sebastian Municipal Airport at 47 knots. Read those as knots. How much rain landed on these enclosures, and where?
Rainfall from Ian was distributed almost opposite to the wind. North Brevard took the heaviest totals, with 15.56 inches at the NASA Shuttle Landing Facility and 14.20 inches at a gauge 1.7 miles north-northwest of Titusville. South Brevard and Indian River County saw far less. The instructive pair is Rockledge, which recorded only a 40 mph gust yet 7.55 inches of storm total rain at a gauge just west-southwest of the city. A pool cage there was never wind-loaded in any serious way. It was loaded by days of saturated leaf litter sitting on horizontal roof panels, which is a different failure entirely.
Ordinary years do this too, at lower intensity and far greater frequency. The National Weather Service office in Melbourne reports that the area records measurable rainfall on 100 to 105 days in an average year, with about ten days annually bringing one to two inches and four days topping two inches. That is fourteen genuinely soaking days every single year. How does each city here name screen enclosure work?
This sounds like trivia and is not. Whether a city gives screen enclosures their own published line determines how quickly you find the right requirement sheet and whether the permit desk already knows what you are describing. Rockledge lists pool screen enclosures as their own permit category on the Building Division's service list, separate from the swimming pool line and sitting beside re-roofs, fences, generators and tree removal. The money threshold is set by statute rather than by any city. Satellite Beach asks for wind design data with its plans, plus product approvals such as Florida Product Approval or Miami-Dade Notice of Acceptance. Does a pool cage satisfy Florida's pool barrier requirement?
Florida Statutes section 515.29 sets out what a residential swimming pool barrier must do. The barrier must be at least 4 feet high on the outside. It may not have any gap, opening, indentation, protrusion or structural component that a young child could use to crawl under, squeeze through or climb over. It must surround the pool and be placed sufficiently away from the water's edge.
